China’s New Regulatory Agency
China recently established a new regulatory agency, restructuring the former State Food and Drug Administration (SFDA) to create the China Food and Drug Administration (CFDA). In addition to the restructuring and renaming, a new director, Yong Zhang, was appointed. The new agency is expected to improve drug quality and strengthen current regulations.
What is the CFDA?
The CFDA is a merger between China’s two major regulatory authorities: the SFDA and the Food Safety Commission Office (FSCO). Additional responsibilities from other government agencies have also been passed over to the new agency.
In the past, approximately ten government agencies were responsible for regulating China’s food and drug safety. By consolidating these responsibilities, officials expect that the process will not only be better controlled, but it will also create a more efficient and transparent drug registration process. Another significant change is that the CFDA will report directly to the State Council – the highest executive branch of the Chinese government – which means that it will have greater authority to implement and enforce regulations than the former SDFA.
Avian Flu Outbreak
Since March, Yong Zhang, has held numerous meetings to discuss the new agencies roles and duties. But the recent spring outbreak of H7N9 influenza in eastern China put the new agency and its director to the test. Two weeks following its existence, the CFDA rose to the occasion, granting ‘fast track’ approval for the intravenous antiviral drug peramivir to help fight the new avian flu epidemic.
